The Euro Banking Association (EBA) released a new report providing insight into the financial needs of corporates. The report explores the role of transaction banks and how application programming interface (API) technology could provide a viable solution for handling real-time and on-demand access to data and enable the digitisation of workflows as well as the centralisation of operations.

Ronan Mauguen (Crédit Mutual ARKEA) was newly elected to represent the French community, taking over from François-Xavier Nivoit (HSBC Continental Europe).

The Euro Banking Association (EBA) today issued version 4.0 of the EBA Fraud Taxonomy, which will take effect on 1 January 2024. The taxonomy equips fraud fighters with a standardised vocabulary and approach for harmonising the categories they use for the description of fraud types. It has been developed by the Association’s Expert Group on Payment Fraud-related Topics (EGPF) representing financial institutions from 15 European countries.

IBAN-name checks can help to increase the attractiveness of instant payments within the EU, notably by increasing trust in the new mode of payment. But in order to effectively combat attempts at fraud and to bring about greater acceptance of instant payments Europe-wide, they need to be supplemented by further measures. The study “IBAN-name check: Current developments and concepts” co-authored by Strategy&, PwC’s global strategy consulting business, together with Oesterreichische Nationalbank (Austrian National Bank, OeNB), Deutsche Bundesbank, and the Euro Banking Association (EBA) provides a broad expert view on the topic.

Issued as a follow-up on its EBA Common Baseline Classification Standard (CBCS) released in April 2022, this new publication proposes a harmonised approach to corporate data collection and verification in know-your-customer (KYC) processes.

The Euro Banking Association (EBA) today released a report on the use of real-time data in corporate liquidity management based on research by the EBA Liquidity Management Working Group (LMWG).
The aim of this paper is to provide insight into how some companies already use real-time data in the liquidity management space, and where they could potentially benefit from real-time data access. In doing so, the LMWG aims to highlight and clarify the opportunities for banks in this space as well as likely constraints.

The EBA Fraud Taxonomy, a pan-European taxonomy for payment fraud types, is now publicly available. The taxonomy provides a simplified and straightforward framework to describe fraud scenarios related to all kinds of payments, including card transactions. It helps banks and other payment service providers to harmonise the categories they use for the description of fraud types.

The EBA has held its first Summer school after a three-year break as a result of the Covid-19 pandemic. The successful two-day Summer School, which ran from 4 July to 6 July 2022 took place in Nice, France, and was attended by 37 delegates and 11 lecturers. At the heart of discussions were rich data, emerging technologies, and the future of payments. Sponsored by Accenture, the EBA Summer School included a day’s visit at the Accenture Innovation Labs.

The EBA has published an updated version 2.0 of the note on the impact of the EU VAT Fraud Directive.
As of 1 January 2024, the Directive requires PSPs to keep records of, and make available to their national tax authority, data on cross-border payments – even those transacted within SEPA’s geographical scope. The aim is to enable tax authorities to carry out controls to achieve their objective of combatting value-added tax (VAT) fraud. The scope of the obligation includes all payment instruments, including credit transfers, direct debits and card payments (both credit and debit).

Today, the EBA released the ““EBA CBCS – Common Baseline Classification Standard for Corporate-to-Bank KYC in low-risk situations”. Created and promoted by practitioners, this classification standard consists of a harmonised set of datapoints for a standard corporate-to-bank KYC process in low-risk situations. It is aimed at being used at a pan-European level and at supporting a uniform customer experience across Europe.

EBA Member Representatives also elected five other members to the Board of the pan-European payments association
José Vicente (Banco Comercial Português) was appointed as Deputy Chairman of the Euro Banking Association (EBA) by the EBA Member Representatives on 25 June 2021 for a three-year term of office. José Vicente succeeds Vincent Brennan of Bank of Ireland, whose term of office ended in June.
In addition, five other Board positions were up for election. The EBA Member Representatives re-appointed Han Joosten of Rabobank, Claudio Magnaghi of Banco BPM and Simon McConnell of Citibank Europe. Sharon Donnelly of Bank of Ireland and Rocío Jiménez Sánchez of CaixaBank were elected as new Board members. Rocío Jiménez Sánchez succeeds Fernando Lardiés of Banco Santander, who concluded his term in June.
On 3 May 2021, Andrea Meier of DZ BANK had also joined the EBA Board, succeeding Jürgen Wendt, also of DZ BANK.

The Euro Banking Association’s (EBA) Open Banking Working Group released a new report today that explores a reference operating model for banks on their way to digital readiness. The report covers both the implications of digital readiness at large, and the specific requirements for successfully initiating Open Banking on an operating model level. The research of the working group was enriched by the input of digital and Open Banking experts within the EBA member community, including digital leaders from 12 major European banks.

The Euro Banking Association (EBA) today released a report on the corporate perspective on request to pay. The report is based on the EBA Request to Pay Survey that ran between September 2020 and February 2021 and was delivered in cooperation with PPI and with the support of an expert group of bank practitioners. The EBA surveyed over 100 corporate experts from 20 countries and conducted additional one-on-one interviews to find out how businesses would like to use request to pay and where they see its value.

The Euro Banking Association (EBA) announced today that seven of its existing Ecosystem Partners – ACI Worldwide (EMEA), Accenture, Fiserv, Mastercard, Microsoft UK, Montran Corporation and S.W.I.F.T. SC – have opted to be upgraded to the status of Premium Ecosystem Partners for 2021. The Premium Ecosystem Partner membership is a new membership category that the EBA has created to better respond to more comprehensive needs and interests of industry players with regard to the Association’s thought leadership, educational and networking activities.

The Euro Banking Association (EBA) and McKinsey & Company published a joint white paper on the future of banks in payments today at EBAday 2020. The paper seeks to prompt a constructive debate on the future of banks in European payments and to ultimately launch a call for action on industry change.

The SCT Inst Migration Action Round Table (SMART2), a forum facilitated by the Euro Banking Association (EBA), announced the release of two new publications on the detection and prevention of payment fraud. The paper on the fraud potential of gift cards seeks to raise awareness of the different abuse scenarios and help reduce fraud in the future. The recommendation note on the optional pan-European fraud information field for the SCT Inst Scheme explains why a field that allows to share contextual information about a payment transaction between the originator and beneficiary PSPs would be helpful and how it should be used.

Specifically, the survey is aimed at gathering input from businesses on how they would like to use request to pay, which pain points it should solve and which benefits it should deliver for their payment, accounting and other internal processes as well as for their customers.

The EBA Open Banking Working Group (OBWG) released a new report today, entitled “Digital Trust and the Banking Sector: Towards a Trust Advantage in the Digital Economy”. The report explores how digital transformation and increasing openness impact both trust in the financial sector and the trust relationship with customers. Offering recommendations on what financial institutions can do to build and leverage their trust advantage now, the working group identifies points of action in the age of digital transformation.

With the last educational event of 2019 drawing to a close, the EBA takes positive stock of its educational offerings.
Throughout the year, the EBA organised four educational events that attracted a total of 101 delegates: the Liquidity Management Seminar, the Summer School, the Global Seminar and the Winter School.
The EBA has been running its educational programme continuously since 2008. With an average class size between 25 and 40, the courses allow for interactive, hands-on group work. Presentations by the EBA faculty - senior experts from banks, universities, corporations, law firms, consultancies, or IT and infrastructure providers - provide the delegates with new insights into key business, technology and regulatory developments.
The EBA plans to organise further educational events in 2020.

In order to ensure a uniform, consolidated and stable approach to fraud reporting across all member states of the European Union, European fraud experts are calling on EU regulators to put on hold the implementation of the EBA Guidelines on Fraud Reporting under PSD2 until the entry into force of the revised ECB Regulation on Payments Statistics.
A recommendation note delivered through workshops supported by the Euro Banking Association sets forth recommended steps to minimise fragmentation risks and ensure both maximal legal certainty and longer-term viability for the implementation programmes that payment service providers and their national competent authorities are currently putting in place for fraud reporting.

The Open Forum on Pan-European Instant Payments was successfully kicked off in Frankfurt yesterday, with 77 representatives from 55 payment service providers, technology providers and other stakeholders participating in the inaugural meeting. This new forum has been initiated by the EBA.

The SEPA Migration Action Round Table (SMART) has issued an extended and updated version of its SEPA Direct Debit R-transaction guide.

The SEPA Migration Action Round Table (SMART) has published an updated version of the BIC validation note which now also covers SDDs. SMART recommends receiving banks not to validate the BIC of the sending bank against any external directory when a SCT or SDD is received through a SEPA CSM.

The European Commission has published a press release on the successful completion of the migration to SEPA. Since today, citizens in all euro countries can use a single bank account for all euro credit transfers and direct debits in Europe.
